The report added Atalanta lowered its price to 35 million euros to permit the Nigerian star's exit.
Lookman reportedly rebelled last summer after rejecting a move to Inter Milan over financial disagreements.
He travelled to London before the season, refused pre-season training, and Inter pulled out, letting the player return to his club.
